World Bank digital leadership team begins high-level mission to accelerate Ghana’s digital transformation  

A high-powered delegation from the World Bank has begun a working visit to Ghana to deepen collaboration on key digital transformation initiatives under the Ghana Digital Acceleration Project (GDAP).

The visit was to underscore the Bank’s continued commitment to supporting Ghana’s efforts to build a competitive, inclusive, and future-ready digital economy. 

The delegation is led by Michel Rogy, Regional Practice Director for Digital and AI, and includes Jana Kunicová, Practice Manager for Digital in Africa West and Central; Steve Davenport, Senior Digital Specialist; and other senior members of the Digital Global Department at the World Bank.

Day 1 of the visit saw the team visit the GDAP Project Coordination Unit (PCU) at the Ministry of Communications, Digital Technology, and Innovation MOCDTI under the auspices of the Minister Samuel Nartey George. 

The PCU led by Edwin Amoako, presented updates on progress made across core components of the project, including digital infrastructure expansion, data exchange systems, cybersecurity strengthening, digital public services, and digital skills development.

In his remarks, Michel Rogy commended the MOCDTI and the PCU for their dedication and progress, noting that Ghana’s digital transformation is at a pivotal stage. 

“AI is redefining economies worldwide. Ghana has the potential to lead the continent in this space, but it will require continued investment, stronger policy direction, and targeted digital skills development,” Mr. Rogy said. 

“The World Bank remains committed to supporting Ghana to unlock digital innovation and create more sustainable digital jobs for young people.” 

Jana Kunicová and Steve Davenport reaffirmed the Bank’s support for the government’s ambitious digital agenda, praising the strong coordination demonstrated under GDAP. 

The delegation continued Day 1 with a technical visit to the Cyber Security Authority (CSA), where they toured the National Computer Emergency Response Team (CERT) facility. 

The visit provided insight into Ghana’s cybersecurity landscape, national incident response capabilities, infrastructure protection systems, and GDAP-supported initiatives aimed at improving cyber resilience. 

CSA Director General Mr Agbeti and his team briefed the delegation on progress, challenges, and priority areas for collaboration, including capacity building, public awareness, and strengthening digital protection frameworks. 

The World Bank delegation emphasised that cybersecurity remains a foundational pillar for safe and sustainable digital growth. 

Project Coordinator Edwin Amoako expressed appreciation to the World Bank for its continued technical and financial support, reaffirming the PCU’s commitment to delivering measurable results that advance Ghana’s digital transformation goals. 

The high-level visit will continue over the next few days with engagements across key institutions, development partners, and implementing agencies. 

About the Ghana Digital Acceleration Project (GDAP) 

GDAP is a Government of Ghana initiative, supported by the World Bank, to enhance digital infrastructure, strengthen cybersecurity, expand digital public services, improve digital and entrepreneurial skills, and build a more inclusive digital economy. The USD 200 million project aims to position Ghana as a regional leader in innovation, technology, and digital competitiveness. 

Under the Ghana Digital Acceleration Project (GDAP), significant progress has been made across digital infrastructure, data protection, cybersecurity, capacity building, and digital learning.

Quality-of-service monitoring equipment has been procured and fully installed at the NCA, enabling real-time network performance oversight, while the Ghana Meteorological Agency and GI-KACE have received essential IT equipment and SADA furniture to enhance their operational efficiency.

In schools, thin client solutions have been deployed in 232 institutions across the southern and middle zones, improving access to digital learning tools.

The Data Protection Commission has achieved major milestones, including ongoing nationwide Data Protection Awareness campaigns, an enhanced registration portal with automated compliance and breach-notification features, and a fully revamped website equipped with a chatbot and community modules.

Cybersecurity capabilities have been strengthened through technical enhancements to the National and Sectoral CERTs, supported by a Safer Digital Ghana media campaign promoting digital safety nationwide.

Additionally, the Cyber Security Authority continues to build the digital capacity of MPs, CEOs, MDAs, and MMDAs, while the Ghana Knowledge and Skills Bank has surpassed expectations with over 62,000 digital resources uploaded—serving more than 700,000 users nationwide.
