The University Teachers Association of Ghana (UTAG) has honoured the former Chief Executive of the Fair Wages and Salaries Commission (FWSC), Ing. Benjamin Arthur, in recognition of his outstanding contribution to Ghana’s higher education sector and labour relations.
At the association’s 22nd Biennial National Delegates Congress, held on September 30, 2025, Ing. Arthur was presented with a special citation for his leadership in securing codified conditions of service for academic staff and advancing staff welfare.
The citation commended him for laying a solid foundation for labour harmony in Ghana’s higher education landscape.
Ing. Arthur, who served as FWSC Chief Executive from January 2022 to April 2025, chalked up significant achievements, including spearheading major initiatives in labour administration, collective bargaining, and conflict resolution.
His tenure saw the successful codification of conditions of service for several labour unions and associations, as well as renewed efforts to strengthen the Single Spine Pay Policy.
A seasoned civil engineer turned labour relations expert, Ing. Arthur brought over two decades of professional experience to the FWSC, blending technical expertise with a deep understanding of negotiation and mediation.
He is also a certified mediator and alternative dispute resolution (ADR) practitioner, skills that enabled him to navigate complex workplace disputes.
The congress, which was themed “Rethinking Higher Education Pedagogy and Funding in the Age of AI,” celebrated Ing. Arthur’s pivotal role in shaping government pay and compensation policies, while also highlighting his contributions to improving the welfare of academic staff.
Academic Credentials
Ing. Arthur’s academic background includes Master’s degrees from the Ghana Institute of Management and Public Administration (GIMPA), the Kofi Annan Peacekeeping Training Centre, and the Institute of Paralegal Training and Leadership Studies.
He also holds professional executive Master’s degrees from the PULSE Institute in Canada and the Mediation Training Institute International in the USA, alongside a Civil Engineering degree from the Kwame Nkrumah University of Science and Technology (KNUST) and practised as a civil structural engineer for 23 years.
Ing. Arthur’s leadership and expertise were instrumental in shaping the FWSC’s mandate.
Beyond his tenure at the FWSC, which ended in April 2025, Ing. Arthur continues to be recognised as a thought leader in labour relations and a key advocate for fair wages and improved working conditions in Ghana’s public sector.
