Tema Oil Refinery Ltd (TOR) and the Petroleum Hub Development Corporation (PHDC) are teaming up to train 500 Ghanaian youth in oil, gas, and petrochemical skills, as part of a bold initiative to prepare the country’s workforce for expansion in the energy sector.
The agreement was reached in principle during a high-level meeting held at TOR’s premises, where both institutions committed to a shared vision of capacity-building and youth empowerment.
TOR’s Acting Managing Director, Edmond Kombat, Esq., hosted the PHDC delegation, led by Acting Deputy Managing Director, Mr. Onasis Rosely.
According to officials, the upcoming training programme will leverage TOR’s infrastructure, technical know-how, and experienced workforce to offer hands-on industry training for the next generation of energy professionals.
“This collaboration is a strategic response to the growing demand for skilled professionals in Ghana’s energy sector,” Mr. Kombat said.

“TOR has the capacity—both in people and infrastructure—to help shape the future of oil and gas talent in this country.”
PHDC, the agency tasked with spearheading Ghana’s vision for a Petroleum Hub, sees this partnership as essential to delivering local content and ensuring Ghanaians are equipped for opportunities emerging across upstream, midstream, and downstream sectors.
The PHDC’s Acting Deputy MD, Mr. Onasis Rosely, echoed that sentiment, adding that the initiative is part of a broader push to make Ghana a competitive player in the African energy space.
“We are not just training for jobs. We are building the backbone of an industry,” he noted.
The proposed programme is expected to cover practical, technical, and safety training and will target youth across various regions of Ghana.
Also present at the meeting were TOR’s Acting Deputy Managing Director, Alhaji Mustapha Abubakar Batalima, and other senior managers of the company.
