At the 2025 Ghana-China Business Summit on Day 4, held on Wednesday, June 26, the Acting Managing Director of Tema Oil Refinery (TOR) Ltd., Edmond Kombat, Esq., delivered a compelling address to stakeholders within and beyond the business community. His remarks re-emphasized the viability and strategic importance of TOR in Ghana’s energy landscape.

Speaking on the theme “Synergizing Opportunities: Strengthening the Ghana-China Business Relationship and Fostering a 24-Hour Economy,” Mr. Kombat highlighted TOR’s competitive production capacity of 45,000 barrels per stream day (bpsd), distinguishing it from newer private refineries in the country. As one of the oldest and most established refineries in West Africa, TOR also boasts a storage capacity of 1 million barrels.

He outlined the refinery’s ambitious 2025 revival roadmap, which includes rehabilitating the Crude Distillation Unit (CDU), the Residue Fluid Catalytic Cracking Unit (RFCC), undertaking critical pipeline maintenance, and upgrading the loading gantry. He stressed that these interventions are key to repositioning TOR as a major player in Ghana’s downstream petroleum and petrochemical industry.

A key highlight of his speech was a strong call for strategic partnerships with both local and international investors to support TOR’s revival. According to Mr. Kombat, restoring the refinery will not only enhance national energy security but also contribute significantly to price stabilization, reduce forex pressure, and create much-needed jobs.

Mr. Kombat further aligned TOR’s agenda with the government’s 24-Hour Economy Policy, noting that an operational and efficient refinery would be a critical pillar in achieving industrial growth and economic resilience. To this end, TOR is exploring the installation of modern machinery to double its current production capacity and meet future energy demands.

In conclusion, Edmond Kombat, Esq., reiterated TOR’s openness to partnerships that would boost the downstream sector and position Ghana as a petroleum and petrochemical hub in the West African sub-region and beyond.
