Tax Partner at PwC Ghana, Abeiku Gyan-Quansah, has emphasized the need for a well-structured tax administration system to ensure the effective implementation of the 2025 Budget.
Speaking on the JoyBusiness Economic Dialogue, Mr. Gyan-Quansah highlighted that while the government’s decision to abolish certain taxes such as the e-levy and betting tax may offer relief to businesses and individuals, it also calls for stricter enforcement measures to sustain revenue generation.
“Government says, ‘I will scrap all these things,’ but because we are a small economy relative to the world, having a tax policy is not sufficient. You need a tax administration. And actually, I am of the school of thought that the effectiveness of your tax policy is actually tax administration,” he stated.
He further noted that the Ghana Revenue Authority (GRA) must take a proactive role in ensuring compliance. “If government passes those laws and the GRA doesn’t act well enough, they will just remain on our statute books, and nobody would really mind. So government is saying, ‘I am scrapping this, but those who are not compliant, I will get them to be.’”
With Ghana seeking to balance economic growth and revenue mobilization, tax experts argue that effective enforcement mechanisms will be crucial to preventing revenue losses and ensuring that the country’s fiscal policies achieve their intended impact.
