The Public Services Workers’ Union (PSWU) of TUC (Ghana) is requesting engagement with the Ministry of Energy and Green Transition over a proposed merger between the Public Utilities Regulatory Commission (PURC) and the Energy Commission.

In an internal memo intercepted by Joy News, the PSWU expressed unease about the possible implications of the merger on staff welfare and job security.

The Union is concerned that discussions on the restructuring may be progressing without adequate consultation with affected workers.

According to the memo, staff within the two institutions fear the merger could lead to role redundancies, transfers, or reassignments that may not favour existing employment arrangements.

The Union noted that some employees believe the process may be nearing conclusion “without critical concerns from staff being factored.”

“We are of the opinion that since this proposal has major repercussions on staff issues, engagement on the matter will enable us to better appreciate the proposal and make possible inputs,” the communication said.

The PSWU, which represents workers across more than 75 public sector organisations—including PURC, Energy Commission, VRA, NEDCo, GRIDCo and Bui Power Authority—stressed that it expects dialogue to help identify a “more workable option” that protects both institutional efficiency and workers’ rights.

The proposed merger forms part of ongoing reforms in the energy sector aimed at streamlining regulatory oversight and reducing operational overlaps. However, such restructuring efforts often raise labour concerns regarding job security and institutional autonomy.

The Union is therefore seeking that discussions take place “at the earliest convenience” to ensure the concerns of workers are addressed before any final decisions are made.

As the government continues to refine its energy transition and regulatory agenda, labour engagement is expected to play a key role in shaping the next phase of reforms.
