Parliament gives green light to Accra–Kumasi Expressway concession

Parliament has approved a concession agreement paving the way for the construction of a new Accra–Kumasi Expressway, with the Ministry of Roads and Highways acting as the Contracting Authority and Accra–Kumasi Expressway Limited appointed as the concessionaire.

The approval comes against the backdrop of growing public concern over the poor condition of the existing Accra–Kumasi highway, which has been plagued by potholes, uneven road surfaces, and inadequate lighting, affecting safety and travel efficiency.

Presenting the agreement to the House, the Minister for Roads and Highways, Governs Agbodza, assured Members of Parliament that the expressway would not replace the current highway but would rather serve as a high-standard alternative route for motorists.

He explained that international transport protocols permit tolling on expressways to recover construction costs, provided road users are given a free alternative.

“When you build an expressway, you are allowed to charge a certain level of toll to recover the cost, but you must have an alternative,” the minister said, stressing that motorists would retain the option of using the existing road.

The project involves the development of a new six-lane dual carriageway, designed to enhance safety standards, reduce travel time between Accra and Kumasi, and provide a faster and more efficient transportation corridor.

The minister described the initiative as a critical investment, noting that the Accra–Kumasi corridor remains one of the most important road links in the country.
