Michel Rogy, leads High-level delegation from the World Bank for a working visit to MOCDTI-GDAP

The Ghana Digital Acceleration Project (GDAP) under the Ministry of Communications, Digital Technology and Innovations MOCDTI on Thursday, 20th November 2025, welcomed a high-level delegation from the World Bank to the Project Coordination Unit (PCU).

The visit formed part of ongoing collaborative efforts to accelerate Ghana’s digital transformation and strengthen the implementation of flagship interventions under the project.

The delegation was led by Michel Rogy, the World Bank’s Regional Practice Director for Digital and AI; and included Jana Kunicová, Practice Manager for Digital in Africa West and Central; Steve Davenport, Senior Digital Specialist; and other senior members of the Digital Global Department at the World Bank.

 Their mission focused on assessing implementation progress, deepening partnership, and aligning on next steps to advance Ghana’s digital ecosystem.

In his remarks, Mr. Rogy commended the ministry and the PCU for the commitment demonstrated in driving digital reforms across the country. He emphasised the growing importance of Artificial Intelligence (AI) globally and highlighted the need for Ghana to position itself competitively in this rapidly evolving space.

He also stressed the urgency of creating more digital jobs, particularly for the youth, noting that digital transformation must translate into meaningful economic opportunities.

He pointed to GDAP’s interventions, such as digital skills programmes, youth innovation support, infrastructure expansion, data governance enhancements, and regulatory strengthening as critical enablers of this vision.

The PCU provided comprehensive updates on project milestones, including advancements in digital infrastructure, cybersecurity capacity building, the Data Exchange Platform, and ongoing improvements in digital public services such as e-justice and e-government systems.

The team also briefed the delegation on collaborations with implementing agencies and progress across key thematic areas of the project.

The Project Coordinator, Edwin Amoako, expressed appreciation on behalf of the sector minister, Sam Nartey George, to the World Bank team for their sustained technical and financial support, reaffirming the PCU’s commitment to delivering impactful outcomes that advance Ghana’s digital economy ambitions.

The visit strengthened the longstanding partnership between the World Bank and the Government of Ghana, reinforcing a shared commitment to building an inclusive, secure, innovative, and future-ready digital nation.

About the Ghana Digital Acceleration Project (GDAP)

GDAP is a Government of Ghana initiative, supported by the World Bank, to enhance digital infrastructure, strengthen cybersecurity, expand digital public services, improve digital and entrepreneurial skills, and build a more inclusive digital economy.

The USD 200 million project aims to position Ghana as a regional leader in innovation, technology, and digital competitiveness. 

Under the Ghana Digital Acceleration Project (GDAP), significant progress has been made across digital infrastructure, data protection, cybersecurity, capacity building, and digital learning.

Quality-of-service monitoring equipment has been procured and fully installed at the NCA, enabling real-time network performance oversight, while the Ghana Meteorological Agency and GI-KACE have received essential IT equipment and SADA furniture to enhance their operational efficiency.

In schools, thin client solutions have been deployed in 232 institutions across the southern and middle zones, improving access to digital learning tools.

The Data Protection Commission has achieved major milestones, including ongoing nationwide Data Protection Awareness campaigns, an enhanced registration portal with automated compliance and breach-notification features, and a fully revamped website equipped with a chatbot and community modules.

Cybersecurity capabilities have been strengthened through technical enhancements to the National and Sectoral CERTs, supported by a Safer Digital Ghana media campaign promoting digital safety nationwide.

Additionally, the Cyber Security Authority continues to build the digital capacity of MPs, CEOs, MDAs, and MMDAs, while the Ghana Knowledge and Skills Bank has surpassed expectations with over 62,000 digital resources uploaded—serving more than 700,000 users nationwide.
