Ho Municipal Education Director calls for elaborate law on sexual misconduct in schools

The Ho Municipal Director of Education, Esther Yeboah-Adzimah, has called for an elaborate law on sexual misconduct in public and private schools to protect the female students in the educational environment.

This, she believes, would deter teachers from taking advantage of female students and engaging in consensual and non-consensual sexual activities with them, among other exploitations.

Madam Yeboah-Adzimah was speaking to the media on the sidelines of a gathering of stakeholders in education to mark this year’s International Day of the Girl Child in Ho in the Volta Region.

It was organised with the support of the Ho Central Member of Parliament, Edem Kpotosu.

“There is a need for us to develop an educational law in Ghana. Not rules and regulations, but rather an educational law which will be binding on all educational sectors from the basic school to the universities.

“Because we have the same law in the State, it talks about religion, moral conduct of the learners, and all manner of laws that will guide us”, she said.

She, therefore, compelled the GES, stakeholders in the education sector institutions, agencies, Civil Society Organisations, among others, to formulate a legislative instrument on sexual misconduct in schools, lay it before parliament, and ensure it is passed into law.

“So, I think that the authorities in GES should have a critical look at developing an educational law, not the rules and regulations, but it should be a legislative instrument that will bind all and should be passed like an act in parliament and used as a working document”, she explained.

She added that the Ghana Education Service Code of Conduct “does not bite”, gauging from past events where parents interfere in cases of sexual misconduct, and teachers are left off the hook after being implicated in sexual misconduct cases.

“Because the Directors, our guns don’t shoot. At times, these issues will be reported, and along the line, information gets missing, and the case is distorted. You make follow-ups, and the cases are nowhere to be found. When you make contact follow-up, you will be labelled as engaging in a witch hunt or something”, she said.

Madam Yeboah-Adzimah entreated the teacher to resist seduction attempts from female students and report such deviant characters for appropriate action from the authorities.

She also called on the assemblies to enact bylaws banning teenagers from roaming the streets at night in explicit dress, especially females.

The Member of Parliament for Ho Central, Edem Kpotosu, used the occasion to admonish the girl child to be steadfast in their education, aiming to achieve laurels.

He also entreated them to engage in activities such as tree planting, among others, to mitigate the impacts of climate change and serve as a key element in leading change in their respective communities.

He used the occasion to present a mattress, a chop box, a trunk, and some provisions to the 20 best-performing candidates in the 2025 Basic Education Certificate Examination.

The move, which was to honour his promise, was to aid the admission of beneficiaries to Senior High School.
