President John Dramani Mahama has announced that Ghana Publishing Company Limited (GPCL) will receive a significant share of upcoming government printing contracts, including the production of textbooks and learning materials for basic schools.
According to the President, the move is part of efforts to strengthen the state-owned firm’s capacity and sustain its ongoing retooling and expansion agenda.
Speaking during an interaction with the Board and Management of GPCL, President Mahama said the government has reached a consensus with key sector ministers to prioritise the company in major education-related printing jobs.
“We have convinced the Minister of Education and the Minister of Finance that a big chunk of that contract should be given to Ghana Publishing Company Limited,” he stated.
He explained that the decision will enable GPCL to deepen its role in government projects while improving efficiency, expanding operations and creating more jobs.
The announcement follows provisions in the 2026 Budget, which reaffirmed GPCL as the country’s primary state printer, with a mandate to lead the production of materials for the government’s new nationwide free textbook programme.
Finance Minister Dr. Cassiel Ato Forson unveiled the initiative during the presentation of the 2026 Budget in Parliament on Thursday, November 13.
Under the programme, about one million kindergarten learners will each receive four sets of books and workbooks. An additional two million primary school pupils are also expected to receive four sets of textbooks, while one million Junior High School (JHS) 3 students will receive nine different textbooks.
All these materials, according to the government, will be printed by Ghana Publishing Company Limited.
