Government urged to invest heavily in data infrastructure and governance to develop AI

A Senior Consultant at the Technology and Transformation Department at Deloitte, Richard Quainoo, has called on the country to invest heavily in data infrastructure and governance to ensure that Artificial Intelligence (AI) solutions are impactful and ethical.

Speaking as a panelist of one of the sessions at the 1st Pan African AI Summit in Accra, Mr. Quainoo said AI thrives on data, but not just any data.

According to him, high-quality, reliable, and well-governed data is essential to building trustworthy AI systems.

Human Capital Development

On human capital development, he pointed out that the future of AI adoption rests on people, highlighting that the training of the next generation of talent — from students to professionals — is vital.

Regulatory Readiness

Regarding regulatory readiness, Mr. Quainoo alluded that AI presents opportunities but also risks. According to him, regulators must evolve with the technology — understanding its implications, establishing ethical frameworks, and ensuring that AI adoption aligns with societal values and safeguards. “This balance will foster trust while driving innovation”.

The panel reinforced that Ghana’s ability to stay competitive in the global AI space will depend on a clear focus on data quality, human capacity building, strategic partnerships, and agile regulation.

For Deloitte, these insights, emphasise the importance of advising clients and stakeholders not only on technical AI adoption but also on the broader ecosystem required to unlock sustainable impact.

The maiden Pan-African AI Summit 2025 convened leaders shaping the African continent’s AI future. Designed to bridge policy, innovation, and investment, the summit brought together technologists, regulators, financial institutions, business leaders and youth innovators to co-create a roadmap for ethical and inclusive AI adoption.

The panelist included Dr. Tim Schneller, Founder, CollabInspire, USA; Edna Engmann, Head of Transformation Programmes at Fidelity Bank Ghana and Darlington Akogo, Founder & CEO, minoHealth AI Labs, KaraAgro AI, Runmila AI Institute (Ghana).
