Ghana’s Economic and Organised Crime Office (EOCO) has launched a parallel investigation into former board members of the National Petroleum Authority (NPA), expanding a high-profile corruption probe days after the Office of the Special Prosecutor (OSP) charged ex-NPA CEO Dr. Mustapha Abdul-Hamid and nine others.
The suspects face allegations of extorting GHC280.5 million from petroleum transporters and oil marketing companies through unlawful schemes.
Sources confirm EOCO is scrutinizing the roles of former NPA board members and executives during the May 2022–late 2024 tenure of Dr. Abdul-Hamid and deputies Perry Okudzeto and Linda Boamah Asante. The probe, linked to whistleblower files from Operation Recover All Loot (ORAL), follows “disturbing overlaps” between board approvals and actions of indicted officials. Former board chair Joe Addo-Yobo and members including broadcaster Kwami Sefa Kayi, lawyer Manuel Sawyerr, and NPP’s Diana Mogre are among those under scrutiny.
Investigators are examining board minutes, internal memos, and approvals related to “compliance fees” or “special projects” allegedly used to mask illicit collections. Email correspondences and audit reports are being reviewed to determine fiduciary oversight failures. Legal experts indicate board members could face charges if proven they knowingly enabled the scheme or failed to intervene.
The development intensifies pressure on the NPA, already reeling from OSP charges detailing a “deliberate and unlawful” payment system orchestrated outside the Authority’s mandate. Notably, while the OSP’s initial press conference referenced GHC1.3 billion in alleged irregularities, current charges focus on GHC280 million – suggesting further actions may follow EOCO’s findings.
