
A Deputy Clerk of Parliament, Camillo Pwamang, has criticised Parliament’s prolonged delay in passing the Property Rights of Spouses Bill, describing it as a “blot” on the legislature.
The bill, now before the House as a private member’s bill sponsored by two MPs, seeks to establish clear rules for the distribution of marital property during divorce or after the death of a spouse.
Speaking at a forum on Gender-Responsive Lawmaking, Mr Pwamang said many Ghanaians remain disappointed by Parliament’s inaction.
“They’re still disappointed in us because we have yet to pass the Property Rights of Spouses Bill, which is one of the biggest blots in our legislature. But we hope that this current Parliament will be able to pass that one. I know it’s a difficult thing, but we will try and see what we can do,” he said.
Mr Pwamang also expressed concern about the low representation of women in Parliament, noting that expectations for the incoming 9th Parliament were not met.
“We were hoping that the 9th Parliament, that number would grow significantly. Unfortunately, it only grew from 40 to 41. On our part, I think there is still much to be done.”
He explained that while elected positions continue to struggle with gender balance, the Parliamentary Service performs relatively better in this regard.
“When it comes to senior management positions, our Parliamentary Service is not doing quite well. In terms of representation, we have more women in senior management positions as far as the service is concerned. I think our challenge has to do with the elected offices.”
Mr Pwamang added that gender-responsive legislation and stronger parliamentary procedures are essential for improving inclusive governance.
“This law, together with strengthened parliamentary procedures, supports the integration of gender considerations into law-making and sets a standard for sensitive governance. Parliament itself has now established systems to engage the public, including citizens who have established the Citizens’ View and our Parliament TV,” he said.
