
The Minister for Education, Haruna Iddrisu, has clarified that Ghana’s ongoing constitutional review will not result in the issuance of a white paper, addressing what he described as widespread misconceptions about the process.
He spoke to journalists following a Thanksgiving Service marking President John Dramani Mahama’s first year in office.
Mr Iddrisu explained that the current review, led by Professor H. Kwasi Prempeh, differs significantly from the Article 278 review initiated under former President J.E.A. Mills.
“Many people, including sections of the media, are still unclear about the constitutional review process. The review under the Prempeh Committee is not the same as one established under Article 278 of the Constitution,” he said.
He revealed that the committee’s report, submitted to President Mahama in December, is currently under review by a team of experienced lawyers to ensure its accuracy and constitutional soundness before proceeding to the next stage.
Once this legal assessment is complete, the report will undergo extensive consultations with Cabinet, political parties, and the general public.
Mr Iddrisu also referred to plans by President Mahama to establish a constitutional review implementation committee, which will guide reforms through both entrenched and non‑entrenched provisions in line with legal requirements.
“So those who expected a white paper have got it very wrong. This process was not established within the true meaning of Article 278, and therefore no white paper will be issued,” he stressed.
The eight-member committee, constituted in January last year, includes Professor Prempeh as chair, alongside former Supreme Court Justice Sophia Adinyira, Professor Kwame Karikari, former Electoral Commission Chair Charlotte Osei, Dr Godwin Djokoto, Ibrahim Tanko Amidu, Dr Esi Ansah, and Dr Rainer Akumperigeya.
Mr Iddrisu noted that 2026 will be a critical year for governance, with the constitutional review expected to drive institutional reform alongside efforts to restore economic stability and national development.
