Concerned stakeholders petition Energy Minister over governance issues at GRIDCo

A group calling itself Concerned Citizens and Stakeholders in Ghana’s power sector has petitioned the Minister of Energy to investigate what they describe as emerging governance irregularities at the Ghana Grid Company Limited (GRIDCo).

The petition, submitted this week, raises alarm over the participation of GRIDCo’s Director of Legal, Monica Senanu, in board meetings and Board-level engagements despite the company already having an appointed and recognised Board Secretary, Ama Haywood Dadzie

According to the petitioners, Mrs. Senanu’s involvement in board activities “was neither officially announced nor explained” to staff, sector actors, or the public. They argue that the development deviates from long-standing governance norms within state-owned enterprises in the energy sector, where management executives do not sit on the same Boards mandated to supervise them.

The group warns that the sudden shift “breaks from a decades-old principle designed to prevent conflicts of interest, strengthen transparency, and uphold accountability.” GRIDCo, they stressed, is a strategic national institution whose operational stability depends on clear and trusted governance structures.

The petition highlights several concerns, including a possible weakening of internal oversight mechanisms, blurred lines between management and board authority, and the absence of any formal communication or justification for the change. They caution that such quiet adjustments in leadership arrangements make public institutions vulnerable to decisions made without accountability.

“These concerns are of public interest,” the petition noted, “because the consequences of weak governance extend beyond GRIDCo to the entire nation.”

The petitioners are therefore calling on the Ministry of Energy to:

  1. Provide immediate clarification on GRIDCo’s governance structure
  2. Explain the basis for the Director of Legal’s participation in board meetings
  3. Uphold established governance practices and safeguards
  4. Take active steps to restore transparency and proper accountability channels

The group emphasised that Ghana “cannot afford unclear leadership arrangements” in its primary power transmission utility, insisting that GRIDCo must remain a professional and transparent institution anchored in sound governance.

They submitted the petition “in the interest of national stability, accountability, and the protection of public assets,” urging the Ministry to act swiftly to safeguard the integrity of the power sector and maintain public trust.
