A-Plus petitions Speaker to remove Abena Osei Asare as Public Accounts Committee Chair

Member of Parliament for Gomoa Central, Kwame Asare Obeng, popularly known as A-Plus, has petitioned the Speaker of Parliament, Alban Bagbin, urging him to support the removal of MP for Atiwa East, Abena Osei Asare, as Chairperson of the Public Accounts Committee (PAC).

In a letter addressed to the Speaker on November 3, 2025, A-Plus argued that the continued leadership of Abena Osei Asare, who previously served as Deputy Minister of Finance, compromises the credibility and impartiality of the committee.

He said her close ties to the Ministry of Finance during the tenure of former Minister Ken Ofori-Atta raise questions about her ability to ensure accountability and transparency.

“The Public Accounts Committee remains one of Parliament’s most critical instruments for ensuring transparency, accountability, and the responsible use of public funds,” A-Plus stated.

“It is deeply concerning that Hon. Abena Osei Asare, former Deputy Minister of Finance, now serves as the Chairperson of this important committee.”

He argued that her association with the Ministry during what he described as a period marked by “reckless borrowing, fiscal indiscipline, and multiple controversial contracts” undermines public confidence in her leadership.

The Gomoa East MP cited ongoing investigations into contracts such as the Strategic Mobilization Limited (SML) deal, the ECG–Beijing Jao Loss Reduction agreement, and the Service Ghana Auto Limited ambulance procurement deal, all currently under investigation by the Office of the Special Prosecutor (OSP).

He also accused the Atiwa East legislator of defending the Commissioner-General of the Ghana Revenue Authority (GRA), Rev. Ammishaddai Owusu-Amoah, when he refused to disclose his age, describing it as an act that “raises serious doubts about her commitment to transparency and accountability.”

A-Plus maintained that it is “morally indefensible” for someone who was directly involved in financial management as Deputy Minister to now preside over a committee responsible for scrutinising government expenditure.

“Such a situation not only compromises the impartiality of the Public Accounts Committee but also diminishes public trust in Parliament’s oversight role,” he added.

He therefore called on the Speaker to take immediate steps to ensure her removal to “safeguard the integrity, impartiality, and moral authority” of both the committee and Parliament.
