Okada legal, but roads not ready - Transport Minister warns

Transport Minister Joseph Nikpe says the transport sector must undergo constant improvement, especially in road safety infrastructure and enforcement, following the legalisation of commercial motorcycle (Okada) operations.

Speaking on Channel One TV on Monday, December 22, the Minister admitted that the absence of dedicated traffic signs and signals for motor riders has remained a significant challenge over the years.

He said the legalisation of motorcycle operations now makes it necessary for government to roll out new safety measures to protect all road users.

These include the introduction of dedicated traffic signs for motor riders and the installation of upgraded traffic lights at key intersections.

According to Mr Nikpe, the transport sector “needs improvement on a daily basis,” stressing that the lack of tailored road infrastructure for motorcyclists must now be addressed as reforms take shape.

Beyond infrastructure, the Minister underscored the importance of discipline and strict law enforcement in improving road safety outcomes.

He pointed to neighbouring Togo as an example, arguing that better enforcement and personal discipline, rather than superior roads, explain the difference in safety standards.

Mr Nikpe said a coordinated effort involving the Ministries of Transport, Local Government, Interior, and Roads and Highways will be required to ensure stricter enforcement of traffic regulations.

He added that sanctions, including the seizure of vehicles and the withdrawal of drivers’ licences, will be applied to offenders as part of measures to restore order on the roads.

The Minister said these steps are intended to improve discipline, reduce accidents, and create a safer transport environment as Ghana adapts to transport-sector reforms.
