NLC orders transport ministry to agree payment plan for 12-month railway salary arrears

The National Labour Commission (NLC) has directed the Ministry of Transport to immediately engage the Management and Workers’ Union of the Ghana Railway Company Limited (GRCL) to agree on a payment plan for 12 months of outstanding salaries, as well as subsequent payments.

In a statement issued on Wednesday, October 1, the Commission said: “The Ministry of Transport should engage Management and the Workers’ Union of Ghana Railway Company Limited (GRCL) in order to come up with a payment plan for the 12 months outstanding salaries as well as payment of subsequent salaries.”

The directive follows a strike notice issued by the Railway Workers’ Union, effective September 30, 2025, over unpaid wages and growing concerns about job security.

The NLC noted that GRCL workers have not received salaries for a year, stressing that as the sole shareholder, the government must take responsibility for the company’s liabilities.

“If the GRCL cannot pay its workers, then it is the responsibility of the Government as the sole shareholder to assume that liability,” the Commission stated.

The Commission warned that failure to resolve the arrears could worsen the situation:

“If the outstanding salaries are not paid, the salary arrears would continue to accumulate, which would make things very difficult for the parties.”

It further highlighted that the lack of work has heightened fears of job insecurity among staff, urging all parties to also discuss the long-term sustainability of the company.

The NLC gave the Ministry and the workers’ union one week to report on the outcome of the engagements, adjourning the matter to Thursday, October 9, 2025, at 1:00 p.m.
