Ghana’s opposition New Patriotic Party (NPP) is evaluating sweeping constitutional amendments proposed by members during its ongoing National Delegates Conference.

The reforms, aimed at strengthening internal democracy and operational efficiency, address six critical areas that could reshape the party’s structure before the 2028 elections.

Foremost among the proposals is the potential abolition of the Special Electoral College system for presidential primaries. Former Chairman Peter Mac Manu and ex-General Secretary Kwabena Agyapong argue Article 13(9) creates unfair advantages and should be replaced by direct voting. Simultaneously, grassroots restructuring would expand polling station executives from 5 to 15 members and replace sole Electoral Area Coordinators with five-member committees to enhance mobilization.

Gender representation reforms led by MP Mavis Hawa Koomson seek independent secretariat status for the Women’s Wing, with all female delegates voting for the National Women’s Organizer. Additional proposals would grant voting rights to former officials including MPs and MMDCEs at various party levels. Strict eligibility rules are also under consideration to prevent dual office-holding and mandate merit-based appointments through strengthened vetting committees.
